Juan Carlos Florián has been reappointed as Minister of Equality and Equity following his resignation and the controversy over the Quota Law.

President Gustavo Petro officially announced the return of Juan Carlos Florián Silva as Minister of Equality and Equity through Decree 1012 of September 21, 2025.
This document establishes that Florián will once again assume the position, identified by the code 0005 of said ministerial portfolio.
The decree states:
“ARTICLE 1. Appointment. As of this date, JUAN CARLOS FLORIAN SILVA, with citizenship card No. 80.097.915, is hereby appointed to the position of Minister, Code 0005 of the Ministry of Equality and Equity” (Decree 1012 of September 21, 2025).
With this decision, the Government reverses what it had done just days earlier, when it had accepted his resignation from the same position.

On September 17, 2025, through Decree 0992, President Gustavo Petro accepted Florián's resignation and appointed Angie Lizeth Rodríguez Fajardo, director of the Administrative Department of the Presidency (Dapre), to provisionally assume the leadership of the Ministry of Equality and Equity.
The resignation came amid a precautionary measure adopted by the Cundinamarca Court , which provisionally suspended his appointment following a lawsuit questioning compliance with the Quota Law in the ministerial cabinet.
A strategy of the Petro Government to avoid nullity The move to accept Florián's resignation and subsequently reappoint him was not an isolated one. On September 17, at 8:31 p.m., the Presidency's website republished the official's resume, while Carina Murcia's appointment as the new Minister of Information and Communications Technology (ICT) was also made public.

The timing of these announcements has been interpreted as a key factor in the ongoing lawsuit , since the inclusion of a woman in the ICT Ministry would allow the government to achieve the gender balance required by the Quota Law.
Murcia's appointment follows the previous change in the same portfolio, when Gloria Patricia Perdomo was called to replace former minister Julián Molina. With these additions of women, the composition of the national cabinet is aligned with the requirements for gender participation.
