Rhône. Why the Council of State took up the fate of this village of 240 inhabitants

A housing development project has been stirring up trouble in the peaceful village of Moiré since its announcement in 2022. The highly controversial project resulted in the successive resignations of several members of the municipal council, including the mayor, Anny Commandeur. Two by-elections had to be held during 2023.
The case is now in the hands of the courts. It has even landed before France's highest administrative court: the Council of State. On July 24, the court overturned a previous decision by the Lyon Administrative Court, issued a year earlier, on the grounds of a legal error.
