Progress and challenges: infrastructure works delivered by Abinader

Despite the challenges the Dominican Republic has faced over the past four years, President Luis Abinader has driven significant social and economic transformations. His mandate has been characterized by a focus on modernizing the country, with an ambitious program of public works .
Although not all the works initiated during his government have been completed within the scheduled timeframes, since coming to power in 2020, his administration has managed to complete the execution of projects that seek to improve road connectivity, access to health, citizen security and quality of life.
Main infrastructure works deliveredIn March 2023, the president inaugurated the reconstruction and expansion of the Northern Ring Road of Santiago , a project that constitutes the third stage of the Duarte Highway modernization project.
This infrastructure includes the construction of 19 marginal roads and access ramps, facilitating mobility and boosting the economy of communities such as Las Palomas, El Limonal, Los Castillos, Monte Adentro, Don Pedro, Los Rieles, Jacagua, Los Cocos, Los Guineos, La Delgada and Palmar.
In May of that same year, one of the most anticipated works of his administration was put into operation: the Los Alcarrizos Cable Car .


This transportation system began commercial operations after being inaugurated at an official ceremony held at the Los Americanos station. The project, conceived as part of a comprehensive urban mobility plan , benefits more than 400,000 people in the Los Alcarrizos municipality and represented an investment of more than 6,978 million pesos.
Another key infrastructure was the expansion and continuation of the Hípica Avenue , which now bears the name of Freddy Beras Goico, in the municipality of Santo Domingo Este . This road directly impacts nearly 400,000 inhabitants, facilitating the circulation and connectivity of the surrounding urbanizations and neighborhoods.
In August 2023, the government delivered the Doctor Mario Tolentino Dipp General and Specialty Hospital in Santo Domingo Norte, with an investment that exceeded 2.8 billion pesos.
This project, which began in 2010 and is part of the Ciudad de la Salud health complex, was 78% completed by the Ministry of Housing and Buildings (Mived) in less than three years, strengthening the country's hospital network.
Connectivity improvesAs part of the road modernization projects , Abinader also inaugurated the remodeling of the entrance to Santiago , covering 13 kilometers of the Duarte Highway , from the entrance to the Cibao Airport to Monumental Avenue.
With an investment of 1,108.6 million pesos, the work included the expansion of the road, beautification of the surroundings, construction of drains, channeling of rainwater, lighting and removal of high voltage towers.
In the field of rural development, the Government has delivered several projects . On February 14, Abinader delivered the Comendador-Guaroa-Macasías highway , with an investment of 1,120 million pesos.

This road, approximately 31 kilometers long, facilitates the transport of agricultural products and strengthens the connection between Comendador, Las Matas de Farfán and San Juan de la Maguana, avoiding the loss of crops due to lack of access to the main markets in the region.
Miches Aqueduct
Another advance of the Abinader administration was the inauguration of the Miches-Zona Turística aqueduct , a work of great impact for the development of the community. With this system, more than 33,000 inhabitants will have access to drinking water, a priority need.
According to a report presented by the Ministry of Public Works and Communications, since Abinader's ascension until February 14, more than 587 works have been inaugurated throughout the country.
According to official data, from 2020 to 2024, the government, through Mived , has delivered 9,000 new low-cost homes to Dominican families and has intervened in more than 51,000 homes with structural improvements.
Strategic infrastructure delivered in the last yearIn his last year of management , the Abinader administration continued with the delivery of key works for the development of the country, which were announced in his last accountability report.
In January 2025, the Santo Domingo Este Judicial City was inaugurated, a modern complex that centralizes judicial services in the area, whose services are scheduled to begin in the middle of the year.

Likewise, work is underway to complete the expansion of the Duarte Highway , specifically at kilometer 9, with the creation of 14 lanes. The investment in this section is over 1.2 billion pesos.
The energy sector also received significant investments , with the expansion of Refidomsa's liquefied petroleum gas (LPG) storage tanks, a measure that will strengthen the country's supply capacity.
On February 16, 2025, section II of Avenida Ecológica was inaugurated, contributing to the expansion of the road network in Santo Domingo Este .
In addition, reconstruction projects were carried out, such as the La Otra Banda bridge and the opening of the first trauma hospital in the south, located in Azua.
Projects in progress
The Abinader government continues to develop various works that are still in progress. Among the projects in execution are the Baní bypass , the Guerra-Bayaguana highway , the Higüey municipal market and the San Francisco de Macorís bypass .
Work is also being carried out at the entrance to Samaná, the Hondo Valle-Juan Santiago -El Cercado highway , the Moca bypass and the Hato Mayor-El Puerto and Hato Mayor-Sabana de la Mar highways.
Progress is also being made on the reconstruction of the Bayaguana-El Puerto (Monte Plata) highway and the Loma de Cabrera-Manuel Bueno-Las Lanas highway (section I) and the Barahona tourist pier .
