The Ministry of Justice established that the Investigation Tasks Unit (UTI) , created by Javier Milei in order to "gather information related to the cryptoasset called '$LIBRA '", a scandal in which he was involved, will be chaired by María Florencia Zicavo , head of the Cabinet of Advisors Unit of the portfolio headed by Mariano Cúneo Libarona.

According to Resolution 72/2025 of the Ministry of Justice , published in the Official Gazette this Wednesday, Zicavo must "comply" with the provisions of Decree 114/2025, by which the President instructed the Anti-Corruption Office to begin the investigations it deems necessary with the aim of determining possible irregularities or acts of corruption in the scandal with that cryptocurrency.

The new legislation also established that Zicavo "will be in charge of issuing the operational and complementary rules" provided for in the decree of February 20, which created the UTI under the jurisdiction of the Ministry of Justice.

Among the functions delegated to this unit are “requesting information, data and documentation from all officials, bodies and organizations that make up the National Public Sector”, as well as from “provincial organizations, from the Autonomous City of Buenos Aires; from foreign states and/or international organizations through the Ministry of Foreign Affairs, International Trade and Worship”.

In addition, it will have to “receive and manage, with the assistance of the competent areas, the requirements of the Judiciary and/or the Public Prosecutor's Office related to the cryptoasset called '$LIBRA', and “convene the participation of the officials and/or experts it considers necessary for the fulfillment of its functions, collect and integrate the information, data and documentation for the purpose of sending it to the competent body of the Judiciary and/or the Public Prosecutor's Office.”

At the same time, the person must "report to the Judiciary and/or the Public Prosecutor's Office any attempt to conceal, remove or destroy elements related to the facts reported."

"The information, data and documentation obtained must be maintained by adopting the necessary security measures to guarantee their inalterability and prevent their unauthorized disclosure or disclosure," it was officially clarified, while indicating that the UTI "will not be able to issue judgments on facts and circumstances that constitute exclusive matters of the Judiciary."

The $LIBRA scandal

Javier Milei surprised us on Friday, February 14 at 7 pm with a message on his social networks. "Liberal Argentina is growing!!!", he wrote on his Twitter account. The message was a promotion (or "diffusion", as the President made clear days later) of a cryptocurrency investment project to "fund" small businesses.

The cryptocurrency $LIBRA, which went live at the same time, inflated its price in a matter of minutes before immediately collapsing in a movement in which some speculators earned millions of dollars, a situation that generated uncertainty and strong criticism. A few hours later, the head of the Executive deleted the message and distanced himself from the project.

Days later, federal prosecutor Eduardo Taiano decided to investigate the reported events involving Milei linked to the $LIBRA scandal. He understood that the events "could fall under the figures of abuse of authority, fraud, influence peddling and bribery."
