  • In Jaworzno, it was established that if the treatment plant has operating instructions from the manufacturer, its owner must remove waste in accordance with these instructions, but no less than once every 24 months. In the event that the treatment plant does not have such instructions, the obligation to empty the tank has been established as at least once a year.
  • Already on Friday, June 27 this year, new rules regarding the frequency of emptying septic tanks and domestic sewage treatment plants will come into force in the Łódź commune of Sokolniki, and have recently been in force in the commune of Wieniawa (Masovian Voivodeship).
  • As a result of the amendment to the regulations on sewage management, the owners of cesspools and domestic sewage treatment plants have been subject to a new registration obligation. Each such device must be reported to the municipal register kept by the local government.

On May 29, 2025, the City Council in Jaworzno adopted a resolution modifying the "Regulations for maintaining cleanliness and order in the city of Jaworzno". According to it - starting from July 1 this year - changes were introduced regarding the frequency of waste removal from settling tanks of domestic sewage treatment plants.

“Until now, a general provision was in force, now it has been clarified,” informs the city hall.

Now, if the treatment plant has an operating manual from the manufacturer, its owner must remove waste in accordance with this manual, but no less than once every 24 months . If the treatment plant does not have such manual, the obligation to empty the tank has been set at least once a year (every 12 months) .

"The new provisions aim to improve the control system, improve environmental protection and limit situations in which inappropriate use of installations leads to a sanitary hazard," the city council explains.

This is something that residents need to know and have. This will be checked by employees of the Municipal Economy Office and city guards.

In accordance with the order of the Mayor of Jaworzno, the Municipal Economy Office and the City Guard will supervise the implementation of the new regulations .

Owners of domestic sewage treatment plants must therefore:

  • be familiar with the manufacturer's instructions (if available),
  • regularly empty tanks as required,
  • keep evidence of emptying (e.g. receipts from waste disposal companies), which may be required during an inspection.
From Friday, a different collection frequency in the Sokolniki commune

A moment earlier, on 27 June 2025, the resolution of the Sokolniki Commune Council (Łódź Province) of 29 May 2025 amending the "Regulations for maintaining cleanliness and order in the Sokolniki Commune" will enter into force. It will introduce, among other things, a change in the frequency of emptying septic tanks and settling tanks in the domestic sewage treatment plant installation.

According to the provisions of the new resolution, the frequency of emptying a drainless tank should correspond to the amount of liquid waste generated on the property and the volume of the tank , ensuring the continuity of its use and preventing the escape of liquid waste outside the tank.

In the case of inhabited or uninhabited real estate used all year round, it should take place no less than once every six months, if the real estate is inhabited or used by up to 4 people, and if there are more such people, then at least once a quarter.

In the case of real estate used seasonally or occasionally, it should take place immediately after the planned end of use in the season, but no less than once a year .

"The owner of an inhabited property used all year round or seasonally is obliged to empty the settling tank in the domestic sewage treatment plant in a systematic manner, preventing the settling tank from overflowing, ensuring the maintenance of cleanliness and order on the premises of the property, in particular with the frequency of sludge removal in accordance with the device's instructions, but no less than once a year " - we read in the resolution of the Sokolniki Commune Council.

In the Wieniawa commune (Masovian Voivodeship) such new rules are already in force in connection with the March resolution.

The frequency of removal of liquid waste from drainless tanks should be adjusted to the needs resulting from the amount of water collected and the capacity of the tanks, but not less than once every 3 months.

In the case of settling tanks in domestic sewage treatment plants, it should be carried out in accordance with the operating instructions for the device, but no less than once a year, even in the absence of such instructions.

Every owner of a holding tank or a domestic sewage treatment plant must report them to the municipal register.

It is estimated that approximately 10 million Poles (over 2 million households) use septic tanks or domestic sewage treatment plants.

As a result of the amendment to the regulations on sewage management, the owners of cesspools and domestic sewage treatment plants have been subject to a new registration obligation. Each such device must be reported to the municipal register, kept by the local government .

The aim is to improve supervision over the method of wastewater disposal and improve the condition of sanitary infrastructure on a local scale.

Up to PLN 5,000 fine for improper handling of septic tanks and domestic sewage treatment plants

Local governments are obliged to register and inspect all properties equipped with cesspools (septic tanks) and domestic sewage treatment plants.

Property owners who dispose of liquid waste from their property are required to document, in the form of a contract, the use of services provided by an entrepreneur who holds a permit to conduct business in the field of emptying septic tanks and transporting liquid waste by presenting such contracts and proof of payment for these services.

For improper conduct they may pay a fine, which in the worst case can amount to up to PLN 5,000 .

The most frequently detected irregularities during inspections of septic tanks and domestic sewage treatment plants include, among others, the lack of invoices and agreements for waste removal and documentation from the tank (e.g. certificate), discharging sewage into nearby ditches, rivers, water reservoirs or into the ground, construction of the tank not in accordance with regulations or the lack of a permit for the use and installation of a domestic sewage treatment plant.
