UN resolution on the 3rd anniversary of the outbreak of the war. The US agreed on the content with Russia behind the backs of allies
In February, just before the third anniversary of the Russian attack on Ukraine, the United Nations was supposed to adopt a resolution condemning Russia. The text of the resolution was prepared by the Ukrainian side, pointing to Russia's aggression and demanding the withdrawal of its forces from Ukraine.
The Washington Post, citing an unnamed U.S. official and three European diplomats, reported in February that Trump administration officials had reviewed Ukraine’s draft resolution and “requested some changes to weaken it,” including “pro-Russian” language. Washington then proposed a new version of the document and demanded that Kyiv withdraw its proposal, which had already been agreed upon with other partner countries willing to sign it.
Secretary of State Marco Rubio issued a statement at the time claiming that Washington had proposed the text of a "simple and historic" resolution calling on all UN member states to support it in order to "chart a path to peace."
On the third anniversary of the outbreak of the war, the US does not point the finger of blameThe resolution proposed by the United States spoke of victims of the "Russian-Ukrainian conflict." It failed to clearly define Russia as the aggressive party and did not address the issue of the inviolability of Ukraine's territorial integrity.
Russia's ambassador to the UN, Vasily Nebenzya, stressed at the time that it was a document that "guide[s] the parties towards peace, and does not fan the flames of conflict."
The French daily Le Monde, citing diplomatic sources, wrote on Friday in an article titled “How Trump broke with his strategic allies to side with Russia on Ukraine” that the text of the resolution proposed by the United States was previously agreed with Russia. This happened without the knowledge of the US allies in NATO and Ukraine itself.
When this information reached the countries supporting Ukraine, an extraordinary meeting of representatives of European countries was held. It was decided that the Ukrainian version of the resolution would be pushed through in the UN Security Council by the British, and in the General Assembly by the French.
The Paris delegation tabled amendments to the American resolution, introducing a requirement to respect Ukraine's territorial integrity. In the UN General Assembly , the Ukrainian version of the resolution was adopted intact, despite the opposition of Russia and the US. Israel and China also voted against its adoption. The American version was also adopted, but in such a modified form that the US abstained.
In the Security Council, the rift between the United States and Europe became glaringly apparent. The UN Security Council adopted the American text of the resolution by ten votes, including the United States, Russia and China. Five European members of the Security Council abstained.
