From 1947 to 1952, the last year of Harry Truman's presidency, the US defence budget went from 5.4% to a stratospheric 12.9% of GDP. Until 1960, this figure remained at 10%. Europe, which was moving at different speeds, followed a different path: protected by the US, which had opened the Cold War, it was able to focus on other matters and spend the last 60 years peacefully choosing its successive reforms, forms of association and economic growth without jeopardising the edifice of the welfare state. It is worth considering how, over the past two thousand years, Europe, which was practically nothing, has been and has ceased to be the centre of the world several times. The Mongols dominated all of Asia, from the Pacific to present-day Germany, and shaped China and India. The Ottomans besieged Vienna and seized the Danube. Empires have faltered and been eliminated. Europe after 1945 is an early childhood full of prosperity - we are witnessing a change live.
