Municipal Assembly approved proposal for 1.6 million euro loan

The Municipal Assembly of Guarda approved, by majority, the proposal to contract a long-term loan of 1.6 million euros. The amount will be used to finance the expropriations for the construction of Alameda dos F's, as part of the project “Regeneration and Urban Mobility of Vale do Cabroeiro”, budgeted at around 6 million euros.

The proposal was presented at the meeting on 27 June and received a favorable vote from 51 members of the Pela Guarda movement, PSD and PS, as well as the Parish Council presidents. The vote had 15 abstentions and no votes against.

Regarding this proposal, PSD deputy Helena Saraiva drew attention to the existence of a high number of contentious expropriations and questioned the amounts to be paid by the municipality.

He explained that “there may be surprises in the future”, warning of the possibility of “a new loan request to pay for litigation”.

During the debate, PS deputy Miguel Borges recalled that it was the Socialist Party that made the approval of this loan possible when it abstained from voting on this point at the executive meeting.

Miguel Borges said that “the PS is a responsible force and is in favor of Guarda”.

Sérgio Costa, president of the Guarda City Council, said that “more than 90% of the expropriations are subject to litigation” and explained that the local authority cannot “take administrative possession of the land without paying and depositing the money in a court account”.

Sérgio Costa reported that, after being approved by the Municipal Assembly, the 1.6 million euro loan will be contracted with the banking entity that won the public tender and will then be sent for approval by the Court of Auditors.

It should be remembered that Alameda dos F's will connect VICEG – Via de Cintura Externa da Guarda to the city centre, between the Piscinas roundabout and the Ti'Jaquina roundabout.
