PPPs signed in the first half of the year total R$82 billion in investments

PPP (public-private partnership) contracts signed in the first half of 2025 in Brazil total R$82 billion in investments. This information is included in the latest iRadarPPP report, prepared by the Radar PPP consultancy and published monthly by CNN .
In terms of investment, the highlights of the semester are the PPP for lines 11, 12 and 13 of CPTM (São Paulo Metropolitan Train Company) and the highway concessions in São Paulo, Minas Gerais and Paraná.
During the first six months of the year, 232 new PPP initiatives emerged, 104 public notices were published, and 66 contracts were signed. These numbers show a slowdown compared to the same period in recent years: they are the lowest since at least 2021.
On the other hand, Frederico Ribeiro, partner at Radar PPP, highlights that "for seven years, investors have known that in the first half of the year in Brazil, we have around 100, 110 auction opportunities" — even without a centralized policy for launching projects.
"This predictability, even though some might say it's fortuitous, contributes to the feeling that the country truly relies on private investment in long-term contracts as a development strategy," he explained.
In the consultancy's analysis, the semester also reveals "new behavior" in the PPP segment in the country: the more widespread advancement of initiatives, with the emergence and expansion of sectors that previously had no prominence, such as health, education, the environment, and real estate assets.
Second semesterFor the rest of the year, according to the consultancy, the emergence of initiatives in March (40) and May (52) indicates the existence of an interest from central and subnational governments in new projects.
"For the rest of the year, we can expect many important and, more than that, sectorally diversified tenders: lots 4 and 5 of the highways in Paraná, the Santos-Guarujá tunnel, the new São Paulo government headquarters, the second phase of universal sanitation in Pará, a state hospital in Belo Horizonte, etc," explained Frederico.
The consulting partner also highlights among the focuses for the second half of the year “aspects external to project modeling,” such as legislative proposals in progress and regulations in development.
“We are talking specifically about: taxation on infrastructure debentures (new MP 1,303), regulation of tax reform, and completion of the New Framework for Concessions and PPPs currently under review by Congress,” he says.
