It was determined that the horizontal transfer process from the University of Northern Cyprus, which was not recognized by the Council of Higher Education in 1990 and whose recognition decision was taken in 1993, to the Faculty of Business Administration of Istanbul University was not carried out in accordance with the decisions and procedures of the Council of Higher Education in terms of recognition, horizontal transfer quotas, announcement periods and acceptance procedures.

HORIZONTAL TRANSFER WAS MADE TWO DAYS BEFORE THE APPLICATIONS ENDED
The Higher Education Supervisory Board's report stated that "it has been observed that the horizontal transfer procedures were not carried out by the Istanbul University Faculty of Business Administration in accordance with the Higher Education Board Decisions."
It was noted that in the decision numbered 2 of the Board of Directors of Istanbul University Faculty of Business Administration dated 27 June 1990 and numbered 22, the horizontal transfer quotas were determined as 15 students for the 2nd year of the Business Administration (Turkish) Department, 10 for the 3rd year, 10 for the 4th year, and 10 students for the Business Administration English Department in the 2nd year, 5 for the 3rd year, and 5 for the 4th year, making a total of 55 students. It was noted that the announcement of the Istanbul University Rectorate in the Milliyet Newspaper dated 30 July 1990 stated that the applications for horizontal transfer could be made by the end of official working hours on Friday, 14 September 1990 at the latest. The report determined that the total quota of 60 people, which was announced separately for the Business Administration Turkish and Business Administration English programs with the decision numbered 1 of the Board of Directors of Istanbul University Faculty of Business Administration dated 12 September 1990 and numbered 24, was increased to 80 for horizontal transfers from universities in foreign countries.
