Ethem Ay, who has Down syndrome, visited Tokat Mayor Mehmet Kemal Yazıcıoğlu, whom he wanted to meet, with his family a while ago.

Following the meeting, 29-year-old Ay, upon Yazıcıoğlu's instructions, comes whenever he wants and acts as a proxy private secretary. Ay makes Yazıcıoğlu's appointments.
