ISTANBUL Governor Davut Gül announced the security data for the first 6 months of 2025. Governor Gül said, "When we look at the numbers, in the first 6 months of this year, the 8 most important crimes committed against persons decreased by 9 percent compared to the same period of the previous year, and the clarification rate increased to 99.4 percent. In the 9 most important crimes committed against property, the decrease was 26 percent, and the clarification rate increased by 5.5 percent to 90.4 percent." Gül also mentioned that they increased inspections to ensure the safety of coasts and beaches, and said, "Despite the warnings we made and the measures we took, unfortunately, 42 drowning cases occurred in the last month. 15 people lost their lives."

The meeting at the Provincial Disaster and Emergency Directorate was attended by Governor Gül, Deputy Governor Dr. MH Nail Anlar, Provincial Gendarmerie Commander Major General Yusuf Kenan Topcu, Provincial Police Chief Selami Yıldız and Coast Guard Marmara and Straits Region Commander Rear Admiral Serkan Tezel.

Speaking at the meeting, Governor Gül said, "Our first topic that we will share data on is public order. Contributing to the peace of Istanbul, one of the most beautiful and safe cities in the world, is our most important duty. Indeed, when we look at the figures, in the first 6 months of this year, the 8 most important crimes committed against people decreased by 9 percent compared to the same period of the previous year, and the resolution rate increased to 99.4 percent. In the 9 most important crimes committed against property, the decrease was 26 percent, and the resolution rate increased by 5.5 percent to 90.4 percent. What does this mean? Our Istanbul is more peaceful and safer compared to yesterday. Again, the increase in the capture rate of people wanted for various crimes, some for 5, some for 10 or more years, also positively affects the decrease in these crimes. Because, the capture of every person with an arrest warrant means preventing new crimes. One of the topics that we are constantly increasing our measures on, which we are meticulously focusing on, is unlicensed weapons. In the first six months of 2025, compared to the same period of the previous year, we will increase by 23 percent to 8 thousand "323 weapons were seized. 8,557 people were caught. The number of people arrested increased by 123 percent. More than 90 percent of crimes committed with weapons are committed with unlicensed weapons. Unauthorized daily rentals of houses... Compared to the same period last year, our inspections increased by 20 times and the amount of fines applied increased by 59 times. A fine of 78 million TL was imposed on 275 houses that were determined to be rented out without permission," he said.

'THE TAX LOSS PREVENTED FROM ILLEGAL PRODUCTS HAS DOUBLED TO 1 BILLION 33 MILLION LIRA'

Speaking about the fight against organized crime, Governor Gül said, "Thanks to the successful work of our security forces, our operations increased by 32 percent and the number of criminal gangs dismantled increased by 30 percent in the first 6 months of 2025 compared to the same period last year. One of the topics we focus on is smuggling. The number of operations we carried out in the first six months of 2025 increased by 53 percent compared to the same period last year, reaching 2,269. The amount seized within the scope of the fight against counterfeit and smuggled alcohol has tripled. With the successful work of our security forces, the tax loss prevented from seized smuggled products has more than doubled, reaching 1 billion 33 million lira."

'THE QUANTITY OF SEIZED DRUG PILLS HAS MORE THAN DOUBLED, REACHING 47 MILLION'

Davut Gül, who also spoke about drug and substance addiction, said, "In the first 6 months of this year, our operations targeting manufacturing and trade increased by 19.5 percent compared to the same period last year, reaching 5,580. Thanks to NARVAS, which allows our teams to intervene in narcotic incidents, the number of operations and suspects caught increased. The amount of seized narcotic pills doubled to 47 million, and the amount of cannabis increased sevenfold to 22,800 roots. Our inspections in cafes, parks and gardens around our schools continued to increase."

Governor Gül, who stated that suspicious situations should be reported to the 112 Emergency Call Center, said, "Istanbul is a city that never sleeps. It is a city that we are all a part of, with traffic flowing day and night. It is everyone's right to travel safely and spend as little time as possible in traffic. For this reason, we continue to increase our inspections and precautions in traffic with our 5,245 personnel and 946 teams. In addition, our school bus inspections increased by 34 percent and our commercial taxi inspections increased by 24 percent compared to the same period last year. With the increase in penalties, illegal use of flashing lights continues to decrease rapidly. At this point, regardless of who violates the rules, our teams are implementing the necessary penalties and will continue to do so."

'42 DROWNING CASES OCCURRED IN THE LAST MONTH'

Governor Gül said, “With the warming of the weather, we have increased our precautions in forest areas. We are monitoring these areas 24/7. In addition, in order to minimize the risk of forest fire, we have banned entry to forest areas and lighting fires, except for picnic and recreation areas, from June 23 to October 15. We have increased our inspections and controls to ensure the safety of our coasts and beaches and to prevent drowning cases. Despite the warnings we have made and the measures we have taken, unfortunately, 42 drowning cases have occurred in the last month. 15 people lost their lives. I would like to touch on this issue, which we will focus on more with the arrival of summer, through you. Recently, complaints have increased regarding the noise that disturbs the environment with personal music broadcasting devices in public transportation vehicles, stops, beaches, shores, picnic areas, and public areas where people gather. Public areas are not places where anyone can turn on loud music and disturb the people around them. These belong to everyone and are not individual concert venues. We call on such people who disturb the environment by creating noise with music broadcasting devices. "An administrative fine will be imposed in accordance with the Law on Violations No. 5326. We have taken the necessary measures in this regard and continue to do so," he said.
