The Grand National Assembly of Turkey's Planning and Budget Committee convened under the chairmanship of AK Party Samsun Deputy Mehmet Muş to discuss the "Proposal for Amendments to Tax Laws, Certain Laws, and Statutory Decree No. 631." CHP deputies placed signs reading "Deli Dumrul Tax" on their group benches. After Commission Chair Muş opened the meeting, CHP Malatya Deputy Veli Ağbaba spoke, pointing to the banners, and said, "We call this proposal the 'Deli Dumrul law.' Deli Dumrul takes taxes from those who cross the bridge, and from those who don't. A Deli Dumrul law; it's essentially a money grab. You collect taxes from the living, so will you soon perform the miracle of collecting taxes from the dead? We can't really say 'no.' For example, you collect fees from licensed professionals; doctors, jewelers, financial advisors, lawyers, physicians, real estate agents, private healthcare institutions, and veterinarians are all extorted upfront. What this means is that you're telling these professionals, 'You're going to defraud the state, let's collect the money upfront.' That's not possible. You're just making the people like you."

'IT AIMS TO STRENGTHEN TAX JUSTICE'

Commission President Muş then gave the floor to AK Party Aksaray Deputy Hüseyin Altınsoy, who was the first to sign the bill. Altınsoy stated, "This proposed law aims to decisively combat informal economy and strengthen tax justice, and it includes structural and legal regulations serving this purpose. With this proposal, we are taking steps to strengthen fiscal discipline. The proposed law amends certain laws related to tax legislation to serve the objectives of including areas excluded from taxation, removing certain exemptions, combating informality, and strengthening tax justice. Our proposal prevents the use of the income tax exemption for income from fund participation shares held for more than one year by certain hedge fund investors whose portfolios consist of at least 51% stocks traded on Borsa Istanbul as a tax planning tool and serves to cover the exemption area. Furthermore, the exemption for residential rental income is being removed, but the existing income tax exemption for rental income from residences within Turkey of those receiving retirement, disability, widow, and orphan pensions from social security institutions established by law is preserved."

'WILL ENCOURAGE THE DECLARATION OF THE TRUE VALUE OF REAL ESTATE'

Altınsoy, emphasizing the importance of regulations regarding real estate, said, “In the transfer and acquisition of real estate, the title deed fee is calculated based on the purchase and sale price declared by taxpayers, which should not be less than the property tax value. If it is determined that the declared purchase and sale price does not reflect the actual situation, the title deed fee for the difference is collected with a 25% tax loss penalty. This regulation aims to apply this penalty as a multiple to ensure the declaration of the actual purchase and sale price as part of the fight against informal economy. This decisive step will serve tax justice by encouraging the declaration of the actual value. A proportional notary fee of 0.2 per thousand, not less than 1,000 lira, is collected by notaries on the sale and transfer price for the initial registration of new vehicles and the sale and transfer of registered vehicles. Our proposal introduces regulations that will subject certain activities subject to licenses and operating certificates to an operating fee, as is the case for similar activities. Authorization certificates for jewelry, second-hand motor land vehicles and real estate trade, documents of some private health institutions, and valuables.” "Mining and commercial aviation operating licenses are subject to annual fees. Another regulatory proposal we propose is to exempt investment monitoring and coordination directorates, established in place of provincial special administrations in metropolitan provinces, from certain taxes, as is the case with provincial special administrations," he said.

'EMPLOYER PREMIUM INCENTIVE WILL BE REDUCED FROM 4 POINTS TO 2 POINTS'

Altınsoy also stated that the proposal exempts the earnings of teams participating from abroad and the staff involved in the 2026 UEFA Europa League Final, the 2027 UEFA Europa Conference League, and the 2033 UEFA European Football Championship, all of which will be played in Türkiye, from taxation. He also stated that the Urban Transformation Directorate has been granted the authority to borrow domestically from public banks to quickly implement disaster risk mitigation measures. Altınsoy explained that the proposal includes regulations to ensure the balance of the social security system, continuing as follows:

In this context, the financial sustainability of our institution is being supported by reducing the employer premium incentive from 4 points to 2 points, excluding those in the manufacturing industry; increasing the premium-based earnings ceiling from 7.5 times to 9 times the minimum wage; increasing the employer's share of the retirement premium rate by 1 point; increasing the employer's share of the disability, old-age, and death insurance premium rate from 11 percent to 12 percent; and increasing the premium rates of relevant insurance branches. Our institution's receivables are being secured by ensuring that premium debts are deducted from income and monthly payments by a maximum of 25 percent from their income and monthly payments. Arrangements are being made to increase the borrowing premium rate, excluding maternity, from 32 percent to 45 percent; to set the revival premium rate for insurance periods suspended due to non-payment of Bağ-Kur premiums at 45 percent; and to cancel accrued amounts paid under lump sum agreements signed with public university hospitals but falling below the contract amount.
