All eyes on the arbitration committee regarding civil servant raises: Second meeting to be held today

Millions of civil servants and retirees are focused on the decision that will be uttered today by the arbitration board. The decision made by the Public Arbitration Board will be final and cannot be appealed. Memur-Sen announced that they have decided not to submit the minutes of the meeting signed for the 8th Term Collective Agreement negotiations, which ended in disagreement, to the Public Officials Arbitration Board, while the Public Employers' Board has appealed to the Arbitration Board.
WHAT IS THE GOVERNMENT'S PROPOSAL?In its initial proposal, the government had offered a 10 percent raise for the first six months of 2026, a 6 percent raise for the second six months, a 4 percent raise for the first six months of 2027, and a 4 percent raise for the second six months.
The second proposal, dated August 15th, offered a 1,000 TL increase to the base salary in addition to the rates in the first proposal. At the summit held on August 18th, increases of 11% for the first six months of 2026, 7% for the second six months, and 4% for the first six months and 4% for the second six months of 2027 were proposed.
WHAT DID THE OFFICIALS WANT?The authorized union, Memur-Sen, had demanded a 10,000 lira increase in the base salary for 2026, a 10 percent welfare share, and a 25 percent proportional raise for the first six months.
For 2027, the base salary was asked for a raise of 7,500 lira, with a 20 percent raise for the first six months and a 15 percent raise for the second six months. Thus, an 88 percent raise was requested for 2026 and a 47 percent raise for 2027.
