SUBJECT OF THE TENDER: 4 Mezzanine and Storage Shops belonging to Esenler Municipality, whose title deed information and characteristics are specified below, will be sold in a tender to be held on 05/08/2025 by the Tender Commission (Municipal Council) in accordance with Article 35/a of the State Tender Law No. 2886, in order to be used in the transformation of structures under disaster (earthquake) risk, in the evacuation, liquidation and construction of disaster risk areas, in the construction of Municipal Service Buildings, Educational Buildings, Religious Facilities, Cultural Facilities, Social Facilities, Accessible Living Areas, Sports Halls etc. to be built in reserve and risky areas within the scope of Law No. 6306, and in the expropriation transactions in areas where Risky Areas, Reserve Areas and Risky structures are located.

The tender will be conducted by Esenler Municipality in accordance with Article 35/a of the State Tender Law No. 2886. The Tender Commission is the Municipal Executive Committee.
The Specification can be viewed at the specified address and purchased separately for each shop for 75,000.00 TL (Seventy Five Thousand Turkish Lira) from the TC ESENLER MUNICIPALITY REAL ESTATE AND EXPROPRIATION DIRECTORATE, BIRLIK MAH. M. AKİF İNAN CD. NO: 6-8 ESENLER / ISTANBUL.

The shop fee is generally paid in one lump sum. However, the buyer may pay the shop fee in four equal installments, starting with one upfront payment. If the buyer chooses to pay in installments, a separate interest rate will be charged for each installment payment, as shown below.
- Installment 4.5% – 2nd Installment 9% – 3rd Installment 13.5% – 4th Installment 18%
In accordance with Law No. 2886, the down payment will be paid within 15 days from the tender notification.
Installments must be paid by the last day of the following month. In case of delay, a late payment penalty will be collected in accordance with Article 51 of Law No. 6183 on the Procedure for Collection of Public Receivables .
If two consecutive installments are not paid, the contract is terminated and the temporary guarantee is recorded as revenue.
The title deed of the real estate will be given after all fees are paid.
In order to participate in the tender;
a) Bidders must submit a receipt or an indefinite Temporary Guarantee Letter proving that they have paid the temporary guarantee in order to participate in the sales tender of the real estate in question.
b) Those who will participate in the tender must purchase the specifications in return for the price and are deemed to have accepted the conditions.
c) For natural persons, a copy of the Turkish ID card or national identity card, a residence certificate (from the Civil Registry Office)
d) If the bidder is a legal entity, a document obtained from the Chamber of Commerce and/or Industry in which it is registered in accordance with the relevant legislation, showing that the legal entity is registered in the chamber in the year of the first announcement or tender date ,
e) Signature Declaration or Signature Circular demonstrating authorization to make an offer.
f) If the bidder is a legal entity, the Trade Registry Gazette showing the latest status of the partners, members or founders of the legal entity and the officers in the management of the legal entity, if all of this information is not available in a Trade Registry Gazette, the relevant Trade Registry Gazettes or documents showing these issues and the notary-certified signature circular of the legal entity to show all of this information,
g) Documents requested from companies or individuals must be originals.
h) Receipt showing that the tender file was purchased from the administration (specification fee).
i) If the bidder is a joint venture, each entrepreneur (Legal or Natural person) will submit the above documents separately.
It is mandatory to have a suitable address for notification, to have the qualifications specified in the Tender Law No. 2886 and the relevant regulation, to submit an offer in the form specified in the said law and regulation, and to deposit the temporary guarantee.
The Authority will take the declarations of the bidders as basis, and if the tender is left open to those who cannot participate in the tender according to the State Bidding Law No. 2886 and the Public Bidding Law No. 4734, and if this issue is detected, the tender will be cancelled and a criminal complaint will be filed with the Public Prosecutor's Office about these persons.
Bids must be hand-delivered to the address of TR ESENLER MUNICIPALITY REAL ESTATE AND EXPROPRIATION DIRECTORATE, BIRLIK MAH. M. AKİF İNAN CD. NO: 6-8 ESENLER / ISTANBUL, until 17:00 on 04.08.2025, one day before the tender date .
The Tender Commission (Municipal Council) is free to decide whether or not to conduct the tender. The Commission's decision not to conduct the tender cannot be appealed.
