What are you going to do with these billions, CHP? Why 'closed' method instead of 'open auction'?

Finally, Izmir Metropolitan Municipality announced 2 tenders for 16 real estates for which it expects to collect billions of liras.
The CHP municipality, which calculates to earn around 800 million TL from its 7,960 square meter land in the heart of the city in the first tender, expects an income of over 500 million TL from the 15 pieces of real estate in the second tender to be held on the same day and at the same time.
While CHP municipalities insist on not paying their debts, especially to the Social Security Institution, despite these huge revenues, there are also allegations of "shady" nature regarding real estate sales processes.
Making a statement on behalf of the Clean Izmir Association, Nivent Kurtuluş said, " We are used to the municipality selling real estate, but why are some of the tenders made in a 'closed' manner? Crazy questions come to my mind. Is it known from the beginning who will buy the real estate in closed tenders? "
The fact that the CHP municipality will sell the most valuable plots of land through a 'closed' tender and the others through an 'open' tender strengthens the 'dubious' allegations.
