Russia restricts WhatsApp and Telegram calls for security reasons

On Wednesday, August 13, 2025, Russia announced measures limiting calls on the messaging apps WhatsApp and Telegram. According to authorities, the decision aims to protect citizens from fraud, extortion, and subversive activities.
Since the start of its offensive in Ukraine, the country has tightened its control over press freedom and online communication, citing Telegram as a means of recruiting or carrying out acts of sabotage on Russian territory.
The government requires apps to provide access to data upon request by law enforcement, not only for fraud investigations but also for activities Russia considers terrorist.
The Russian Digital Ministry indicated that access to calls will only be restored when WhatsApp and Telegram comply with current legislation in the country. In the meantime, the measure will remain in place as part of the security strategy to combat crime.
