NATO: "2% of GDP spent on defense is not enough," says Admiral Pierre Vandier, a senior official within the organization.

Admiral Pierre Vandier has been the head of Supreme Allied Command Transformation (SACT), one of NATO's two strategic headquarters, since September 2024. It is located at Naval Station Norfolk, Virginia, where it maintains close ties with the Pentagon. Admiral Vandier is the highest-ranking French officer in the Atlantic Alliance. Previously, he served as Chief of Staff of the French Navy (2020-2023).
Allies are currently considering how they will meet the Trump administration's demand to spend 5% of their GDP on defense. How can they do this within their budgetary constraints?Following the election of Donald Trump in the United States, NATO Secretary General Mark Rutte asked me to accelerate by six months the work on the Alliance's military spending planning. This process, called the NATO Defence Planning Process (NDPP), is renewed every four years. It was supposed to be completed in October, but we managed to have it ready for the annual NATO summit, which is scheduled to take place at the end of June in The Hague, where decisions must be made. These plans define needs and a framework, but the allies have complete freedom to consult and streamline the achievement of these targets.
