Milan, July 22, 2025 – He resigned in the City Council, as expected. But the words with which he bid farewell to the Executive Committee and the Chamber of Palazzo Marino were not so ritualistic.

Partly because Giancarlo Tancredi , until yesterday councilor for Urban Regeneration , doesn't have a party membership card. He arrived at the council office as a municipal manager. And the remaining part was played, by his own admission, by disappointment . In whom? The majority parties . The councilor addressed them during his speech to the City Council . "With disappointment and bitterness." Tancredi first of all emphasized the "innocent" of his actions "to any illicit intent or any personal interest." My life, both professional and otherwise, has always been guided by ethical and moral values , which have always been recognized by many, in many contexts, including in my work as councilor over the last nearly four years. My conscience is clear,” he emphasized, “I have performed my work with passion, commitment, respect for all, honest discussion, and a profound love for the city. And I hope this gesture of mine will help bring about greater serenity, and help us achieve clarity and justice as quickly as possible.”

Then came the outburst against the positions held in recent days by the majority parties, starting with the Democratic Party and EuropaVerde . "Besides being saddened by this investigation and the work I will not be able to complete, I am disheartened and deeply disappointed by the position expressed in recent days by some of the majority parties in this city. They essentially limited themselves to calling for my resignation, without any understanding of what actually happened, beyond the media reports, and without any condemnation. Therefore, with all due respect to the principle of civil and democratic due process , the only principle is to set aside those who now constitute a burden, offering a sacrifice to those demanding the changes I was already working on with the new Territorial Government Plan ."

He gives a few examples: “The Neighborhood Atlas , a project to redevelop and strengthen the public city, sustainable mobility, greener streets and squares; the increase in social housing in private projects, already a source of tension with operators and builders; the reform of morphological rules , with the elimination of exemptions and the regulation of heights; rigorous compliance with environmental and social requirements in order to exceed the basic building index; strong public direction and an even closer relationship with the Municipalities. It will be interesting to see how urban planning will change once the disgraced councilor for the matter is out of the way, and still in the absence of that comprehensive national reform law whose definition and approval I've always hoped would be achieved."

Three names are currently being considered for his succession . Simone Dragone , president of MM until June 25th, is in pole position, having been replaced by former rector of the University of Milan, Elio Franzini. Then comes Elena Granata , professor of Urban Planning at the Polytechnic and signatory of one of the appeals against the Save Milan Act. Finally, Gabriele Pasqui, also a professor at the Polytechnic, but in Urban Policies, is more in the background. It's possible, however, that a mini-reshuffle of the council will take place, and not just the appointment of a new head of Urban Planning. The matter should be finalized by the end of this week.
