Who are the new general directors of the Emilia-Romagna Region?

Bologna, July 16, 2025 – The new directors general of the Emilia-Romagna Region were appointed today by the Regional Council led by President Michele de Pascale, following a selection process. The appointments will last for the entire legislative term.

Given that the current director, Onelio Pignatti , had already been extended until October at the Directorate General for Financial Policies , while Lorenzo Broccoli had already been appointed to the Directorate General for Personal Care, Health and Welfare , these are the new appointments:

• Directorate General for Resources, Europe, Innovation and Institutions: Manuela Lucia Mei (currently Secretary General of the Province and Municipality of Forlì-Cesena);
• Directorate General for Agriculture, Hunting and Fishing: Silvia Lorenzini (currently director of Agrea);
• Directorate General for Knowledge, Research, Work, and Enterprise: Roberto Ricci Mingani (currently head of the Region's Productive Activities sector);
• General Directorate for Land and Environmental Care: Cleto Carlini (currently head of the Mobility and Infrastructure area of the Municipality of Bologna).

As regards the Agencies , following the reconfirmation of Sabrina Amerio as Director of the Agency for the Development of Telematic Markets (Intercent-ER) and Paolo Iannini as Director of the Regional Employment Agency (Arlav), the following are the new appointments:

• Agency for Territorial Security and Civil Protection: Massimo Camprini (currently Civil Infrastructure Area of the Municipality of Ravenna);
• Arpae - Emilia-Romagna Agency for Prevention, Environment and Energy: Paolo Ferrecchi (outgoing Director General for Land and Environmental Protection of the Region).

Finally, Davide Parisi has been extended as Director of the Regional Agency for Reconstruction , while Roberto Ricci Mingani has been appointed interim Director of the Regional Agency for the Right to Higher Education (ER.GO). Silvia Lorenzini has been appointed interim Director of Agrea , the Regional Agency for Agricultural Funding.

"We have identified extremely high-quality professionals to lead the regional government: professionals who will ensure we can tackle the difficult and significant challenges we face, which are crucial to the future of Emilia-Romagna," explains de Pascale. "Three principles guided our selection : identifying outstanding professionals from the municipalities—and therefore the territories—together with the promotion of growth paths within the Region, and internal rotation after ten years in the same role. I would like," the president concludes, "to thank the outgoing directors for their excellent work and the contribution they have made over the years to Emilia-Romagna's position at the top of virtually all indicators of administrative quality, both nationally and Europeanly, and to extend my best wishes to the new directors."
