What happened to the prepaid system in Torreón?

Torreón's prepaid public transportation system, once considered a technological breakthrough to improve urban mobility, is under scrutiny. After years of operation and a notable decline in passenger use, the City Council has decided to open the books.
In the coming days, the Municipal Comptroller's Office will present the results of an audit that could change the course of this scheme, revealing how revenues and refunds were handled through the trust created for its administration.
City Secretary José Elías Ganem Guerrero announced that the results of the audit being conducted on the Prepaid Public Transportation System will be released. This review, initiated by the previous administration, seeks to clarify the financial management of the trust that administers it.
He explained that the audit is in an advanced stage and that, once the results are presented, direct dialogue will be held with the truck route concessionaires operating under this scheme. The objective is to transparently address any observations that may arise from the analysis conducted by the Comptroller's Office.
The official explained that the review arose from a lack of accurate information on the revenue generated and refunds made through the trust fund created for this service. This lack of clarity prompted the need for an in-depth audit to determine the true state of the system and ensure the proper management of public resources.
Ganem Guerrero anticipated that concessionaires may raise questions, so they will seek to establish an open and detailed dialogue to resolve any concerns. "It is important that all parties involved have clarity about what has been detected and can participate in future decision-making," he stated.
He acknowledged that, although the prepaid system was once an innovation in public transportation in Torreón, its use has declined considerably. Therefore, the possibility of modifying the current system is being considered to adapt it to the real needs of users and improve service efficiency.
