Catalan business community welcomes the bilateral financing agreement but demands further progress.

In a joint statement, economic agents demand the collection of personal income tax in 2026 and the ordinalization of taxes, a principle not explicitly included in the agreement but which Illa's government believes is guaranteed.
A new joint statement from Catalan business leaders welcomes the agreement presented this Monday by the central and Catalan governments regarding the Catalan treasury and bilateral financing.
The employers' association Pimec , Fira de Barcelona , the Council of Chambers of Commerce , the nationalist business group FemCat , the College of Economists and the RACC believe that the foundations of the future system are moving in the right direction, although they require specific details on several points.
Among them is the Treasury itself, since, they say, it must collect personal income tax "by 2026." Another of their demands is scrupulous compliance with the principle of ordinality.
It consists of ensuring that in the classification of public resources per inhabitant of the autonomous regions before and after the equalization and inter-territorial solidarity mechanisms, no autonomous region will lose positions. This point is not explicitly included in the agreement, although this Tuesday, the main negotiator for the Generalitat and Minister of Economy, Alícia Romero , assumed that it will be included.
In statements to RTVE , he recalled that this is a demand supported by the PSC (Spanish Socialist Workers' Party) and that the government headed by Salvador Illa must "fight to ensure that the aforementioned principle is included and respected in the model presented." Otherwise, "it will obviously be very difficult for them to support" the change in the system.
ERC has already demanded that this be spelled out in writing , and Catalan business leaders joined this demand on Tuesday, recalling their "historical demands" such as "the right to collect personal income tax starting in 2026, respect for the principle of ordinality, and the strengthening of the regulatory and inspection capacity" of the Catalan Treasury.
"After decades of underfunding, the agreement should represent an opportunity to ensure that Catalonia can manage, collect, assess, and inspect its own taxes ," they say. They also emphasize that the pact "includes a clear and balanced solidarity quota, which avoids comparative taxes and promotes territorial cohesion."
They express satisfaction because the reform recognizes "the uniqueness and economic importance of Catalonia" and, at the same time, can be extended to other autonomous regions. They also call for a "depoliticization" of the debate to "focus on investing resources in public policies that drive the country's economic progress and its productive fabric."
This joint statement follows the one issued this Monday by Foment del Treball , which "positively" assessed the upcoming reforms of a system it had been demanding for years. The agreement between the central and Catalan governments "represents a significant step toward a fairer, more efficient system adapted to the specific needs of Catalonia," stated the oldest employers' organization in the region, chaired by Josep Sánchez Llibre.
