The construction work for the ROOF MAINTENANCE AND REPAIR OF THE OFFICE HALL BUILDING, NUMBERED 2002-YEM-BET-016, LOCATED IN THE FENERBAHÇE ARMY'S CLUB, will be tendered through an open tender procedure in accordance with Article 19 of the Public Procurement Law No. 4734, and bids will be received electronically only through EKAP. 4. Conditions for participation in the tender, requested documents, and criteria to be applied during the qualification assessment: 4.1. In order to participate in the tender, bidders must submit the following documents, qualification criteria, and information regarding non-price elements in their e-bids. 4.1.2. Information demonstrating authorization to submit a bid 4.1.2.1. For legal entities; information regarding the bidders' management personnel, and, if relevant, partners and their partnership ratios (excluding publicly offered shares)/members/founders shall be obtained by the administration from EKAP. 4.1.3. Offer letter, the form and content of which is specified in the Administrative Specifications. 4.1.4. Temporary guarantee, the form and content of which is specified in the Administrative Specifications. 4.1.5 . Subcontractors may be employed for the work subject to the tender with the approval of the administration. However, the entire work cannot be subcontracted. 4.1.6 If the document submitted by the legal entity to demonstrate work experience belongs to the partner who owns more than half of the shares of the legal entity, a document issued by the trade registry offices or a certified public accountant or an independent accountant financial advisor within the chamber of commerce and industry/chamber of commerce after the date of the first announcement and showing that this condition has been maintained without interruption for the past one year from the date of issue.

5. The most economically advantageous offer will be determined solely on the basis of price.
6. Only local bidders can participate in the tender.
7. The tender documents can be viewed free of charge on EKAP. However, bidders are required to download the tender documents from EKAP using an e-signature.
8. After the offers are prepared electronically via EKAP, they will be signed with an e-signature and sent via EKAP together with the e-key related to the offer by the tender date and time.
9. Bidders will submit their bids on a turnkey lump sum basis. A turnkey lump sum contract will be signed with the bidder who is awarded the tender.
10. In this tender, bids will be submitted for the entire work.
11. Bidders will provide a temporary guarantee in an amount determined by them, not less than 3% of the bid price.
12. There will be no electronic auction in this tender.
13. The validity period of the bids submitted is 90 (Ninety) calendar days from the date of the tender.
14. A consortium cannot submit a bid for the tender.
