The implementation will be carried out at the locations determined by the administration. The contractor will deliver the products completely in accordance with the specifications and will carry out the transportation, assembly and all equipment needs of the products. |

4. Terms and conditions to participate in the tender, requested documents, and criteria to be applied during the qualification assessment: 4.1. In order to participate in the tender, bidders must declare the following documents, qualification criteria, and information on non-price elements in their e-bids. 4.1.2. Information showing that they are authorized to submit an offer; 4.1.2.1. In legal entities; information on the officials under the management of the bidders and, if relevant, on the partners and partnership rates (excluding shares offered to the public)/members/founders shall be obtained by the administration from EKAP. 4.1.3. Offer letter, the form and content of which are specified in the Administrative Specifications. 4.1.4. Provisional guarantee information, the form and content of which are specified in the Administrative Specifications. 4.1.5 The procurement subject to the tender cannot be subcontracted in whole or in part.

5. The most economically advantageous offer will be determined solely on the basis of price.
6. Only local bidders can participate in the tender.
7. The tender document can be viewed free of charge on EKAP. However, those who will bid on the tender are required to download the tender document via EKAP using e-signature.
8. After the offers are prepared electronically via EKAP, they will be signed with an e-signature and sent via EKAP together with the e-key related to the offer until the tender date and time.
9. Bidders will submit their bids in the form of a unit price bid based on the total price found by multiplying the quantity of each work item by the unit prices offered for these work items. As a result of the tender, a unit price contract will be signed with the bidder to whom the tender was made.
10. In this tender, bids will be submitted for the entire work.
11. Bidders will provide a temporary guarantee in an amount determined by them, not less than 3% of the bid price.
12. There will be no electronic auction in this tender.
13. The validity period of the bids submitted is 120 (One Hundred and Twenty) calendar days from the date of the tender.
14. A consortium cannot submit a bid for the tender.
15. Other matters:
An explanation will be requested from bidders whose bid price is determined to be excessively low by the tender committee, in accordance with Article 38 of the Law.
