1- In accordance with the decisions of Samsun Metropolitan Municipality Council dated 14.03.2025 and numbered 2-1-137, dated 16.05.2025 and numbered 2-1-220, dated 20.06.2025 and numbered 2-1-298 and dated 11.07.2025 and numbered 2-1-378; 5 real estates qualified as " Land", whose ownership belongs to our Municipality and whose District, Neighborhood, Block No., Plot No., Area, Zoning Status, Estimated Sales Prices and Temporary Guarantee Values are specified in the table below , will be sold according to their prepared specifications and in accordance with Article 36 of the State Tender Law No. 2886, by Sealed Bidding Procedure , with full payment in cash.

2 - Tender Specifications can be obtained free of charge from Samsun Metropolitan Municipality Real Estate and Expropriation Department/Real Estate Branch Directorate.

3- The said tenders will be held on Thursday , August 7, 2025, at 15:30 (The tender will start at 15:30 and will continue until the tender of all real estate is completed) in the Meeting Hall on the 1st floor of the Samsun Metropolitan Municipality Additional Service Building located at Hançerli District, 216th Street, No:8 İlkadım/Samsun, by closed bidding in accordance with Article 36 of the State Tender Law No. 2886.

4- Individuals/companies who will submit a bid can apply to the Samsun Metropolitan Municipality Real Estate and Expropriation Department in person or by calling 0362 431 60 90/2313-2314-2316 for detailed information.

5 - Documents to be requested from those who will participate in the tender:

1. Photocopy of ID Card
2. Residence Certificate (To be obtained from the District Population Directorate or via e-government.)
3. The original copy of the notarized signature circular of the person who will participate in the tender (It will be prepared at the notary.)
4. Address Declaration (To be prepared by our Municipality's Real Estate Branch Directorate.)
5. If the bidder is participating by proxy, the notarized power of attorney of the person making the offer on behalf of the bidder and the original notarized signature circular of the person participating by proxy (to be prepared at the notary).
6. Temporary guarantee (Values accepted as temporary guarantees as specified in the State Tender Law No. 2886 - will be deposited to the cashier of our Municipality's Revenue Branch Directorate and a receipt will be obtained.)
7. Document stating that the tenderer has no problematic debts or ties to the Metropolitan Municipality (To be issued by the Revenue Branch Directorate of our Municipality).
8. A document stating that the applicant is not prohibited or penalized from participating in tenders according to D.I.K. No. 2886 (To be issued by the Real Estate Branch Directorate of our Municipality).

i) Site Visit Certificate and Letter of Undertaking (To be issued by our Municipality's Real Estate Branch Directorate.)

B. If the bidder is a legal entity:

1. A document from the Chamber of Commerce or other official authority stating that the company is registered and still operating.
2. The original notarized power of attorney and signature circular stating that the person or persons who will participate in the tender on behalf of the company are the representatives of this company.
3. Indicate the address and telephone number for notification
4. Temporary guarantee (Values accepted as temporary guarantees as specified in the State Tender Law No. 2886 - will be deposited to the cashier of our Municipality's Revenue Branch Directorate and a receipt will be obtained.)
5. A document stating that the tenderer has no problematic debts or ties to the Metropolitan Municipality (to be issued by the Revenue Branch Directorate of our Municipality).
6. A document stating that the applicant is not prohibited or penalized from participating in tenders according to D.I.K. No. 2886 (To be issued by the Real Estate Branch Directorate of our Municipality).
7. Site Visit Certificate and Letter of Undertaking (To be issued by the Real Estate Branch Directorate of our Municipality.)

   C. If it is a joint venture:

Documents to be prepared separately by each of the real person or persons forming the joint venture in accordance with the principles specified in paragraphs (A) and (B).

6- In the tender according to the Closed Bidding Procedure, bids must be submitted to the Tender Commission Presidency by the time specified in the announcement, in return for serially numbered receipts , to the Human Resources and Education Department, Secretary and Decisions Branch, located at the address Hançerli Neighborhood, 216th Street No:8, PK: 55020 İlkadım/SAMSUN . The receipt number will be written on the envelope. Bidders may also send their bids, prepared in accordance with the provisions of Article 37 of the State Bidding Law No. 2886, by registered letter with return receipt, provided that they reach the Commission Presidency by the tender time specified in the announcement. In this case, the address of the Commission Presidency , Samsun Metropolitan Municipality, Additional Service Building (Hançerli Neighborhood, 216th Street No:8, PK: 55020 İlkadım/SAMSUN), the project, the bidder's name, surname, and full address must be written on the outer envelope . Bids sent by mail must reach the Commission Chair by the time specified in the announcement. Any delays in mailing will not be accepted. It is hereby announced that bids submitted to the Commission Chair cannot be withdrawn for any reason, and if the bidder is not present at the commission, the bid sent by mail will be considered final and definitive.
