Prioritize budget for mobility and security

In 2026, the spending of the Executive Branch of Jalisco will prioritize infrastructure in mobility , security and social programs .
On Friday, the preliminary draft of the Expenditure Budget was delivered to the Legislative Branch. It was prepared by the Ministry of Public Finance, headed by Luis García Sotelo, and projects 181 billion 549 million pesos, with a general increase of 4 percent compared to the 2025 fiscal year.
Salvador Zamora, the Secretary General of the Government, boasted that 14 billion pesos would be allocated to security . However, upon reviewing the document, it was found that approximately 1.2 billion pesos would be earmarked for surveillance .
The Jalisco government plans to invest 1.135 billion pesos in monitoring and video surveillance equipment for the new Jalisco Shield C5 Intelligence Center , currently under construction in the Providencia neighborhood. They also plan to spend 53.2 million pesos on radio communications.
In terms of security, but specifically regarding missing persons, 19 million pesos were allocated to the Human Identification Center and 83.8 million pesos to the State Commission for the Search for Persons .
The " Yo Jalisco " strategy, implemented by the Secretariat of the Social Assistance System (SSAS) headed by Priscilla Franco Barba, will allocate 1.339 billion pesos for social programs .
" Listo Jalisco ", for uniforms and supplies in basic education, will receive 700.6 million pesos ; social development programs will have 237.2 million pesos; " Mi Pasaje " cards, a subsidy for public transportation, were allocated 151.3 million pesos .
Caregivers will receive 164.3 million pesos, and female heads of household will receive 10 million pesos. There will be 76 million pesos for civil society organizations .
The road construction, conservation and rehabilitation program will reach 8 billion 83 million pesos within the 125 municipalities of the State.
Line 5 of the mass transit system, which is being built on the Chapala Highway, will receive 608.2 million pesos allocated to stations and pedestrian bridges.
Light Rail Line 4 , which is scheduled to formally begin operating in 2026 between the municipal seat of Tlajomulco and Las Juntas, in Tlaquepaque, will receive 670 million pesos for investment recovery and fare collection services; in addition, there will be 257 million pesos in internal transfers for the execution of the project.
Projects at the University of Guadalajara (UdeG) will receive 544 million pesos next year .
The Expenditure Budget highlights the following topics:
