BISHKEK, September 25 - RIA Novosti. According to procedure, early elections for members of the Kyrgyz parliament are scheduled to take place on November 30, announced Nurlanbek Turgunbek uulu, speaker of the legislative assembly. "According to all procedures, early elections are scheduled to take place on November 30," the speaker stated in his speech at a parliamentary session. The speaker assured that the upcoming vote will be conducted fairly and openly. Earlier on Thursday, members of the Kyrgyz parliament unanimously voted to dissolve the legislative assembly. The speaker clarified that the current convocation will remain in office until a new convocation of deputies is elected. If necessary, Turgunbek uulu may convene an extraordinary session of the legislative assembly. As Turgunbek uulu explained at the last meeting, the self-dissolution is taking place to increase the time gap between two important political events: the parliamentary elections, scheduled for November 2026, and the presidential elections, scheduled for January 2027. In June, Kyrgyz President Sadyr Japarov signed a law amending the parliamentary election system. Previously, deputies were elected under a majoritarian-proportional system. Thus, 54 deputies ran from political parties in a single electoral district. Another 36 ran in single-mandate constituencies from political associations or through self-nomination. Now, 30 multi-mandate territorial electoral districts are being formed, each electing three deputies. The right to nominate candidates for parliament in multi-mandate territorial electoral districts belongs to political parties and citizens through self-nomination. Remote or electronic voting may also be used during the elections. The decision to hold an alternative vote is made when the elections are scheduled.
