Build it, operate it, and don't transfer it for years!

Build-operate-transfer projects, frequently discussed due to their significant budgetary burden, have now become a topic of discussion, as they have not been transferred. The operation period for the Odayeri-Paşaköy section of the Northern Marmara Motorway, which includes the Yavuz Sultan Selim Bridge, was finalized on July 28, 2024 (one year ago). However, the motorway and bridge have not yet been transferred to the public, and they continue to be operated by contractors. The tender was held on April 20, 2012, won by the ICA Joint Venture consortium, and the warranty agreement began on May 8, 2014.
WHY WAS IT NOT GIVEN?
CHP Sivas Deputy Ulaş Karasu stated that the 10-year, 2-month, and 20-day period granted to companies expired a year ago, saying, "Companies continue to receive over $1 billion from the state every year." Minister of Transport and Infrastructure Abdulkadir Uraloğlu stated that the road would be transferred to the public in 2028, while Karasu said, "The companies will be paid an additional $4.5 billion. At the current exchange rate, this will result in an additional 180 billion TL coming out of citizens' pockets." Karasu argued that the reason for the transfer in 2028, despite the period ending in 2024, should be explained, asking, "Are there any changes to the contract? If so, what are its contents? What is the legislative basis for the changes? From which budget will this money be paid?"
