All eyes on the Arbitration Board for civil servant raises! The second meeting has concluded.

Following the failure to reach an agreement in the 8th Term Public Collective Agreement negotiations concerning civil servants and retired civil servants, the Public Employers' Committee held its first meeting yesterday.

The Arbitration Board began its second meeting today at 11:00 a.m. The second meeting of the Arbitration Board concluded today. The third meeting will be held tomorrow at 10:00 a.m.

The board must make a decision within five days. This decision will be final and cannot be appealed.

WHAT IS THE GOVERNMENT'S PROPOSAL?

In its initial proposal for 2026, the government proposed a 10 percent raise for the first half of the year and a 6 percent raise for the second half. For 2027, it proposed a 4 percent raise for both halves.

In the second proposal submitted on August 15, an increase of 1,000 TL to the base monthly salary was proposed in addition to these rates.

In the last meeting held on August 18, the government updated its raise proposal to 11 + 7 percent for 2026 and 4 + 4 percent for 2027.

HOW WILL THE PROCESS WORK?

Going forward, parties can submit applications to the Public Officials Arbitration Board within three days. Following the application, the Public Officials Arbitration Board will convene to discuss the "proportional raise." The 11-member Public Officials Arbitration Board will make decisions by majority vote. By law, the board will determine the raise rates for civil servants and retirees for 2026 and 2027 by August 31st.
